This was the case on why I thought my custom built computer wouldn't POST.

When I turn my computer on, the boot screen, nor the Windows logo is shown, but it goes to Windows without any downside. This will be a problem if I plan to reinstall Windows (since the new Win10 version came out) and I can't get into the BIOS to change something. This happened ever since I set it up. Why?

(I tried resetting the BIOS before, but the issue comes back.)

Specs:
MSI Z170A XGaming Titanium motherboard
Intel i7 6700k CPU
EVGA GTX 1060 SSC GPU

Solution
_Hit del quickly repetitively on computer boot to get to Bios, disable fast and super fast boot options.
_alternatively if DEL or F2 would;t work for you, Try this work around: from OS Win10 Settings > Update & Security > Recovery > Advanced startup > Restart now,
(after reboot) Troubleshoot > Advanced options > UEFI Firmware Settings > Restart
