CPU stuck at 100% on a clean install.

I recently bought an AMD Ryzen R7 1700 and simply replaced my old LGA1155 setup with the new X370 setup (stupid I know) but it was working perfectly. After a week my CPU suddenly got stuck at 100% usage with nothing open, so I decided to do a clean format. Now no matter what I do, the CPU stays at 100%. Please help.

To add more info, whatever I open, whether it be a game, a browser or any app, immediately pulls 100% usage, but if nothing is open, 100% usage is displayed at the top, but all apps show 0%

Specs:
MSI X370 Gaming Plus
12GB HyperX DDR4 2666ghz RAM
Ryzen R7 1700
Sapphire Radeon RX 580 pulse 8G

There's nothing showing within Task Manager at anything >0%??

100% CPU usage was a known bug after the Fall update, but usually showed "State Repository Service" at >90% of usage.

I had this issue before, and step #2 in that article worked for me (repairing Edge)

If I didn't open an app, everything is at 0%. But the block labelled CPU displays 100% use.

Wait...... does "Didn't bother to format" mean " I am using the Windows install from my Intel install"?
And then wondering why it's freaking out?

Because not doing a fresh Windows install when doing a platform change, ESPECIALLY when going to a completely different cpu, mobo, chipset driver etc is not only badness, but I would say madness.
Almost garanteed to have major, unfixable problems. That don't always appear immediately.

These days, Microsoft will let you re-install Windows on your new platform 99% of the time.
In my case, I registered my Win 10 license with a Microsoft acct.
Meaning when I do a fresh install, I skip inputting the license key when asked during install, then register after it's up and running by logging in to my MIcrosoft acct. ( Which is about as easy to do as registering on, say, the forum here at Tom's. So not very hard.)
Just means you can't use the SAME Win 10 license on both the new build, and anything you might do with the old platform.

Could you clarify if you did indeed install the new parts without re-installing Windows?
Because this matters. A lot.

*Edit. Doh! Just saw the last line of your post OP.

Secondary questions then.
1) latest bios?
2) Chipset drivers etc?
3) Did this behaviour start at a point that you noticed specifically?
Like after chipset driver install, or gpu driver install, or after a Windows update restart?
Which would have happened a couple times, at least, in all this.
4) Did Windows do an auto restart in the middle of installing something else?
Because that can happen, and makes everyone crazy lol.

Everything is on the latest version, bios, drivers and all. It started yesterday when I tried opening Dota 2. The cpu skyrocketed to 100% and hasn't dropped since. Oddly at its "100%" it still doesn't exceed 40 degrees with a stock cooler. Could this be a misreading?
