1920X 3.5GHz without any boost

Hi all!

I jumped on a Threadripper CPU recently, and I'm quite happy with it but there's something that won't let me stay calm. According to my knowledge the base clock is 3.5GHz (check) and it should boost to 4GHz. Mine does not boost even a single MHz according to Task Manager's performance tab. It sits at 3.63GHz during idle, during gaming, even with H265 transcoding through plex and through a cinebench benchmark also. I'm using it with a GIGABYTE X399 designare Ex motherboard.
I checked in the bios and CPU boost is enabled yet it just won't boost at all. My temps are in check 44°C idling and 54°C while under load. I have no overclocking enabled. Any tips? Anyone seen similar?
 
Solution
Well, both gaming and transcoding are multi threaded tasks. The boost clock is only for when on one or two cores are being heavily utilized but the rest of the CPU remains idle, and this is the case on all CPUs with boost features.

Well, that's a new. My old 6700K boosted up to 4.2GHz without any issues during gaming or plex transcoding but even in cinebench. I guess I'll live with it then, tho I'll need some better airflow in my R6 case because my GPUs are frying if I don't open the front door and remove the dust filter... Well anyway thanks a lot for clarifying this to me!
