Ryzen 2700x running right?

Yeah, those temps are fine. Everything is running exactly as it should.
your psu should be fine, the cpu multipler is too low.
can you turn your power option to performance mode? you don't need to manually oc the cpu as pb and xfr should push the cpu pretty hard. and not much room for you to oc.
 
CPU Z is showing your chip running at 2.2ghz. But I am sure this is for power saving as the chip should only be running high when under load. My recommendation is to use the Ryzen Master Utility to watch your temps/CPU workload and then run a cinebench r15. While running Cinebench, the Ryzen Master Utility will show what the speed of each core and temp.

As for overclocking, it depends with the 2700x. If you are performing work station task that can use all of the threads, such as rendering, then overclocking will give you a bump. But for more single threaded task, such as gaming, running with XFR will do better. XFR is automatically running on your chip. You don't need to do anything to activate it. When you overclock, you automatically disable XFR. Essentially, XFR is just an automatic overclock and it works pretty well.
 
Honestly, I dont know if 70C is high because it depends on the cooler. 70C is safe for that chip. The second gen Ryzen chips are a little warmer than the first because they are clocked higher.

1689 is a little low for some of the comparative Cinebench scores I have seen for the 2700x, but it is not low enough to think something is not working right.

The clockspeed rising when you ran the bench means you are in a power saving mode. The clock speed should be at the base clock, then turbo up as the workload increases. Running in performance mode will increase your wattage, but not much, and wont have any impact on your other components.\

Go to settings/system/power & sleep/additional power settings/show additional plans/high performance. Try that and see if the base clock stays at 3.7.

I changed to perfomance. Now the peak speed are 4.225 on ryzen master.
I also wonder if its something wrong with my cooler... While writing this i have around 40-50 degrees celsius. When I play I can have around 60 degrees, and up to 72 degrees at max.

Is this normal? I have the stock cooler ( AMD wraith prism ).
I am running my asus x470-f on fabric settings
corsair ram 2x8gb vengance 3200mhz, boosted this to 3200mhz on bios
ryzen 2700x on fabric settings, have changed to performance 4,225 ghz.
