Blown Capacitor on PCIe Riser

Is this capacitor blown out the bottom?

I was using it to power an RX 580. Do you think it was because of the sata to 6-pin PCIe connector? Could using just a PCIe power connector have avoided this? Or just the quality of the capacitor?

Full system included 7x RX 5xx GPUs on a SeaSonic PRIME 1200W Gold power supply using about 1,070W at the wall for the past few months.

I have a similar situation.
One of my risers gives me a hard time, causing the GPU to fail from time to time, due to low voltage.
I was thinking of just soldering one or two 1000uF 16V capacitors on the back of the input plug. It should kind of level out the voltages, no?
