Fortnite mouse input lag/screen tearing

In the past week my game started to constantly screen tear when v sync is off. I play on a laptop and have played fortnite with vsync off for months with no problems whatsoever. It says that my fps is at a constant 60, but that is definitely not the case. When i turn vsync on my game runs really smooth again, but my mouse feels like its a second behind. if anyone has any ideas on how to either get rid of mouse input lag or get rid of screen tearing when vsync is off I would really appreciate it.
 
Solution
Try changing to fps Unlimited so it does not have a limit. Vsync is supposed to remove the screen tearing but screen tearing happens alot on laptops from past experiences. Turn off background apps and you're anti virus/disable it. I would also go in windows settings and turn off alot of diagnostic sending stuff or cortana and things.
