Is my CPU clock meant to be jumping up and down like this?

After looking at MSI Afterburner, I saw that my clocks for all 4 cores of my i5-4460 are constantly jumping up and down. Sorry if this is normal, but I'm not sure if it so I thought I would just come and check if it is. Is this normal?
