What refresh rate are you playing at? I have a i5 4460, which is very similar to your processor and I get over 170fps in cs:go matchmaking. To answer your question, i5 8400 would be a nice pick, it will give you constant 200 fps in cs:go without any problems https://www.youtube.com/watch?v=EYgOhCkSS5Y
Im not too familiar with LoL's performance but I am fairly certain that the already mentioned i5 will get the job done.
