Packet Loss Help

Hello, I've noticed for the past week that I've been receiving packet loss and I wasn't sure what that meant until I searched it and I ran multiple speed tests and it seems that my download speed is normal but my upload speed is extremely slow (0.30) when I should have at least 10.0 mbps or higher.

It seems to happen during the day when everyone's awake so I'm guessing its because of the interference of multiple devices but I wasn't sure because this didn't always occur, we never changed anything but this just started happening for the past week. I was also home alone for the day and I didn't receive any packet loss.

I've already tried calling comcast and they tried multiple fixes but none of them worked.
Here's what I got from a test I ran.

Ping statistics for 8.8.8.8:
Packets: Sent = 20, Received = 17, Lost = 3 (15% loss),
Approximate round trip times in milli-seconds:
Minimum = 10ms, Maximum = 29ms, Average = 17ms

Then its defintely beacuse of your ISP. I guess that you are on some kind of old copper cables with which transmission problems are quite often. Only thing you can do in this situation is calling your ISP and reporting the problem.

I'm currently using a laptop, I've tried testing it on my ps4, phone and another laptop in the house. I'm using the XFinity provided dual band router.(Model no. TG1682G). I always have an ethernet cable in my laptop so yeah, I even checked with both wifi connections and everything was still the same. I just got my older router replaced because I thought that was the problem but nothing changed.
