How can I unlock AMD Sempron's 145 second core on A780L3C Biostar Gaming Motherboard?

Not sure which version of that board you have. But according to the manual for version 7, Go to Performance/CPU Tuning and find 'core leveling'. Change that from auto to manual. See if the option to unlock cores appears. After doing that if nothing appears, you may have to do a save first and re-enter BIOS.
And be aware that not all disabled cores are stable. You may not even be able to get a display after you unlock the disabled core, resulting in having to do a BIOS reset. So find the reset pins before you do anything.

done that but shows only one Core and it says enabled,i guess i cant unlock it btw thanks 
Doesn't it then say something like Core 0/ Core 1? AFAIK all Semprons start out as dual cores. If you can, post a screenshot of your BIOS at that point.
