Intel core i3 2120 CPU temp and Motherboard temp abnormal (Idle 50c)

Just today, I decided it was time to give my computer a good cleaning to remove all the dust that got in there over the past couple of months.
Cleaned out my graphics card, CPU cooler, fans, and the walls of the computer case itself.

Once I had everything connected, I turned on my computer and the graphics card temps were amazing, almost never going over 25c while idle keeping it very cool and very quiet.

The CPU on the other hand didn't have a good outcome, its definitely quieter, but with it running on idle, the CPU almost never leaves 50-60c, and while playing a game, there are so many lag spikes that were never there before, while my CPU is around 70c sometimes even dangerously going up to 80c when action is happening.

My CPU Temps before the cleaning were around 30c while idle, and never touched 60c when doing any type of gaming or work, as well as running OBS while streaming a game at 720p 60fps, never had a problem of overheating occur.

It also seems that while my CPU temps are going higher, my motherboard temperature is also raising quickly over 70c as well, and while playing a game, I can slowley hear the CPU fan start to max out, then when the game is closed and back on idle, it can be heard slowing down, which this never happened before.

My computer specs are as shown
CPU -Intel Core i3 2120 (stock cooler)
GPU -AMD r7 240
PSU -EVGA 400 watt
Ram -samsung 2x 4GB ram
1TB HDD Western digital
250GB HDD Seagate
(motherboard is from the computer Dell Optiplex 390 MT)

I removed the thermal compound and applied a brand new layer, and I already tried removing and installing the heat sink countless times, and the fan speed is the same as ever (usually 1700-1800 rpm), so i don't believe that its broken.

There is plenty of airway from the front, side, and back of the case

Every screw on the heat sink is on as tight as possible.

Room temperature is usually around 21c

I already closed all useless background apps, and disabled services such as windows update and superfetch. CPU Usage is at mid load when playing games, never going above 50%

Any help will be greatly appreciated! :)

Hm. I used coolermaster 5$ and never got that issues at all since i change it every year or so. Unless i used once really cheap one 1$ but still didnt affect temps much.

Update - After about a day of worrying that the cpu was gonna melt, I got an answer that stopped this overheating problem.
I did mention that everything was on very tight, as well as very clean from dust and any other stuff that could have got onto the fan and heatsink, but I didn't mention what thermal grease i used.

The thermal paste i used was a Insignia thermal grease, very cheap which i got at best buy for under 7 bucks.
I fell into the conclusion that it wasn't a very good thermal paste, and decided to go back to best buy and buy myself a Thermaltake TG-7.
This was a life saver, for just under 9 bucks, this brought me back to my mid 20's-high 50's temperature, whether the CPU was hard at work, or hard on gaming.

I would really recommend for people to try and find this thermal paste at their nearest best buy, or order it on amazon, if their looking for a fast way on lowering down temps on their CPU, also the motherboard overheating was part of the cpu overheating as well, now both of them stay cool almost at the same temperature.

My results on a stress test through prime 95
With cheap Insignia thermal compound - 80c
With Thermaltake TG-7 thermal compound - after about 15 minutes of everything running on almost 100% usage, never got over 65c
