I have Intel i3-4130 processor , 8GB DDR3 RAM (4GBx2), GTX 610 2gb DDR3. My budget is 120 dollars. Is GTX 730 a good option? if not which i should go for?

No, GT 730 is a very crappy option.
GT 1030 at the very least. But I'd rather have a used GTX 950.

If you have a small power supply you can go with a GTX 750 Ti

if you want anything better than DOTA. I would try to grab 1030 for low power and high gain compared with what you have, but any of this "GT 1030, GTX 750 Ti, GTX 950, GTX 1050, RX 560, GTX 1050 Ti" list will be a great upgrade.

The GT 730 is worse than the integrated gpu in most new cpus/APU's if that says anything, it's barely better than the igpu in that i3.

Hey bro most people in India are sticking to Amazon for gaming hardware and they can't seem to get a good deal because of the usually inflated price. Try mdomputers, primeabgb or itdepot. They have far better offers for gt 1030 or any other gpus and are trustable.
However i personally recommend not to buy gt 1030. I had it for six months and then i sold it to get
a gtx 1050. Your best option is to buy a used one so that you can resell without much loss if you're not happy with performance.
