CPU speed not throttling when idle. (speedstep enabled)

The problem is, according to CPU-z & HWinfo, that the CPU speed does not go down low speed (say ~1ghz) when idle.
I have not yet overclocked, just set XMP profile for RAM

8700K, asus z370-a, RAM on XMP profile.

CPU speed on auto (stock)
Multicore enhancement disabled.
Speedstep enabled
Power options - High Performance mode - cpu minimum speed set to 10%

High performance mode usually disables speedstep. It's more for things like professional gaming when you don't want the computer to downclock even for an instant. The vast majority of people should be using balanced power mode.

Speedstep can also usually be disabled in the BIOS. So check there if the problem persists in balanced power mode.

Speedstep is enabled (not on auto but enabled setting).
Also, regarding high perf mode, shouldn't the minimum CPU speed setting apply for idle times?

I used to have high perf mode on with my oclocked 6600k and it would speedstep no problem ( i didnt have to do anything)

I just changed to balanced and it throttled instantly. So thats the culprit - high perf mode.
Again, shouldnt the minimum CPU speed setting of 10% apply? What purpose is it? Again, i had high perf mode on the 6600k system.

Also, i changed balanced mode options to exact same as high perf, so im not sure why Windows is treating it differently.
High perf mode - no speedstep.
Same options as above but called balanced mode - speedstep
