Do front mounted case fans that blow into hard drives actually make a difference?

A front fan is not only for the drives.
It brings in air, to help cool the rest of the components.

Air, being a fluid medium, flows around and past the drives, into the case. Then, that same air is exhausted out the back and top of the case.
