So recently I downloaded Fortnite because it's a popular game right now and I want to try it out. The problem is, I can't change the ingame resolution in fullscreen mode. I want to change it to 1280x720 because my fps is only in the upper 30s in native res. Same issue goes in Sniper Elite 3 where I can't change my resolution other than my native one.

I updated both my AMD and Intel drivers but the issue still persists in Fortnite but not anymore in Sniper Elite 3. I can now change my resolution to my liking.

My laptop specs:

Intel Core i5 7200U
AMD Radeon R5 M330
4GB DDR4
500GB HDD

Solution
Try another game to see if Fornite is particular about native resolutions. Im blaming the game for the moment seeing posts about what was once possible and now not changing resolution or it could be another matter entirely im not sure of. If other games do the same thing then the laptop's 768p display is limting on auto detection. Could try setting a custom resolution using the following highlighted in green.

Can't say for Sniper Elite 3, might have been a problem caused by trying different things to try get Fortnite working? I dont play either games but after bit of searching the problem lies with Epic and Fornite's latest patch. Plenty of people not able to change res unless they change Windows resolution first.

I'll try changing my Windows res later and report back. Thank you for the answer.

I do want to point out something. My friend's laptop has a GTX 1050Ti and can flawlessly change his resolution but it's only limited to his native one (1920x1080) and 1280x720. Can aspect ratio be a problem too? My native res is 1366x768 btw.

So I changed my Windows res to 1280x720 but sadly, it didn't work. I also added the exe of the game to the radeon software and setting the Display Scaling option to use the full panel but it didn't work too.

I connected my laptop to an external display (a TV) and surprisingly, I can now change the resolution but it is only limited to 2 like my friend's laptop.

Nothing. Yesterday, I was playing with a 1280x720 res. I fired it up just now and BAM. It reverted back to my native res :/ It's very frustrating because something is causing this resolution "bug" and I can't figure out what it is.
