Im connected to a public network, and there Is a 2 right next to the network name. Exp: networkname 2 and I feel like my laptop is also controlling the person's router. Help please.

"Public network" and "person's router" don't usually equate. How does connecting to a specific individual's router == "public" ??
You can use all of a router's bandwidth which would have symptoms of "controlling" an internet connection. Really you are just monopolizing it.
