Wanting to reset PC but keep some programs and folder (not all files)

So I'm running into the issue that I have way too many programs, and I use like 4, I also got way too many random files that I never use.
It isn't worth to do this all by hand (as long as this is solved) as it will take at least a few hours to do and resetting windows 2 hours max (With installing drivers). And I also just want to update to Windows 10 as it is looking quite good compared to when I downgraded to Windows 7.

The programs I want to keep are League of Legends as it takes a while to instal, FL Studio, it's samples and plugins, and some random folders (like my eclipse and processing files).

I heard a new disk partition could do this for me but I have no clue how to make a new disk partition and if it will even work. (I won't use a cloud service (unless it's a 100% free) as I'd have to pay for something that I know for sure can be done for free even if it takes more work)
 
Solution
Run the Disk Cleanup and note the Windows update cleanup is checked.

Then with CCleaner, and un-install all those programs you don't want / need. Disable any startup programs in there too, and any scheduled tasks.

Then run the cleaner and the reg cleaner within it.

You can also disable any unneeded services, if you know what you're doing.

If you think Windows 10 is the answer...well we will have to differ on that one. Might take longer than cleaning Win 7. :D
