Need Help regarding my new PC build

Hey guys, just bought a new PC recently and was wondering if I could get some feed back about the parts I chose, it works really well for Rust and I am hitting 100fps constant with no dips even in gunfights. However on games such as league of legends which I would expect to be getting more in, I am barley hitting 100. At the start of the game its at around about 140 but slowly goes down over the course of a few minutes until it reaches about 100, sometimes dipping below that till about 90. I am fairly sure it's not a hardware issue or virus issue, because the first day I installed league I was on 250 fps, do you guys recommend to uninstall all my drivers and then do a clean install? I saw on some other threads on here that that seemed to do the trick.

I didn't buy the graphics card with the build, as I already bought it about a year ago for my old PC which is 6 years old and is on its way out. I decided to buy a completely new rig cause I had a look online and I am pretty sure my old motherboard and CPU were discontinued. The reason I also decided to build a completely new one is because recently, my old PC has been crashing a lot. By this I mean the screen freezes and then goes black and to an error message, it then restarts. I did a disk cleanup, ran virus scans and various other things however it didn't help much. 6 years is pretty good for a PC that was in use regularly. If u guys want, when I get home I can post my specs for my old PC so u guys can decide if a new build was the right idea. I have CAM installed if u guys need to see the temps and loads of my CPU and that.

I got the PC built for me and I put the GPU in myself, it turned on and everything when I got home, surely they updated the bios for the mobo. If not, how do I check and or do this? I don't think its a thermal throttling problem if it's getting the same fps but more stable on a harder to run game.

Yea, the drivers for the mobo is up to date, I might try reinstalling league and see if that does the trick, however its going to take a while at 200kbs, ill post any updates, cheers for the help, let me know if there are any other possible solutions

Ok, so I have noticed that my CPU and GPU both never go over 35% load, sometimes my CPU is at 25% while GPU 32%, could this be affecting it and if so why and how do I fix? This is while monitoring using CAM, im going to go do a stress test using Kombustor now and see what loads I get.

Well, played CS Death match and got 150fps average with about 40%CPU usage and 60% or so GPU, on Kombustor I got around 300fps with 90%GPU usage and 25%CPU, can someone tell me what this means considering the really low usage on league, does this mean its just a poorly optimized game. However some of my friends are hitting significantly higher fps with a worse CPU, less ram and a similar GPU.
