SOS! Only my PC has terrible connection on my network

Hey everyone, so I have been living with 1mbps for about 7 years now when the plan that my parents pay for has been 250mbps this entire time. I've come to the point where I'm simply fed up with not having the internet that we pay for. I have come to do various tests with other devices such as cell phones, other desktops in the house, tablets, I can confirm that every device is receiving at least 150mbps-250mbps. My computer is the only device that receives 500kbps-1mbps. I have tried plugging directly into the modem, and I do get 250mbps. I have tried plugging into the router, and I get a mix of 150mbps to 250mbps and then stabilizing randomly at 1mbps. I have a powerline adapter that goes from the router to my room. (Linksys PLSK400) I get 1mbps using that. I swapped and tried Wifi with the Brostrend AC3 High Gain AC1200, still get 1mbps. I thought it was my motherboard because I had my friend bring his computer over to test the speed with his rig. He came up to 250mbps, so I know it's something wrong with my computer. I bought a new motherboard, installed it, and my rig crashed about 3 times while I tried to install the accompanied drivers. I'm returning that motherboard tomorrow, and have installed my old one back in. My rig runs normal as it did before, but with the same 1mbps even after installing all the proper drivers. I've reinstalled a fresh copy of windows 10 that I bought from the store because I had been running deactivated windows 10 for about 2 years now. I reinstalled it 4 times, and I still get the dreadful 1mbps. I've been researching around, and people say it's AMD Quick Stream, but the awkward part is that my rig is Intel, so I have no clue if there is an Intel equivalent of that program that is restricting my speed. I saw a video from linus tech tips saying to switch to cloudflare dns. I did that, and I thought I had a breakthrough! My computer speed was up to 180mbps which sure beats 1mbps, but it didn't last. After about 10 minutes the internet came crashing back down to 1mbps, and it's been there ever since. Please help! I want to get out of these dark times!

CPU- Intel i7 4790k

RAM- G. Skill DDR3 2x8GB 1600
PSU- Corsair SF 600w 80+ Gold
GPU- Asus GTX 780
OS- WIndows 10 Home

Motherboard that was bought, but is being returned due to crashes- Gigabyte GA-Z87N-WIFI

Network Specs:
Modem- Arris SB6183
Router- Asus RT-AC5300
Powerline Adapters- Linksys PLSK400
Wifi Adapter- Brostrend AC3 High Gain AC1200
Internet Plan- 250mbps down

The logs will provide information about things happening on the router. Not all routers have logs and if they do have logs, the logs must often be enabled.

Access the router administratively and check. If the logs were not enabled then do so and after a few hours of network and internet activity check the logs again. Pay close attention to the time(s) of any problems so you can check the log entries just before or at the time of the problems.

It's a home network, and I have access to the router's internal software because I'm the one who set it up. How would the logs help me out? I'm not much of a network techie, so I wouldn't know.
