Why my pc only get 20-22 fps on assassin's creed origin?

cpu FX8300 3.3
mobo asrock n68-vs3 fx
ram 8gb 1600mhz
gpu Rx460 (core clock underclocked to 1010mhz, if not when i play game it will crash)
psu Antec Neo Eco 550w
hdd wdc blue 25
