Odd Boot Behavior on Asrock Board

When I press the power button on my PC the fans spin up to full and all the LEDs come on and stay that way for a second or two, the fans then drop to the value set in the BIOS, after a second or two they ramp back up to full for the same amount of time and then drop to the value in the BIOS, at this point the BIOS finally displays on my monitor and I can either hit F2 to get into it or allow the PC to boot. It makes the overall boot sequence way longer as from the bios screen to windows takes only a second or two.

Is this normal and if not then how can I streamline the boot/post sequence to have my pc boot faster while retaining the ability to access the BIOS without having to go through the advanced settings in windows or clearing the CMOS.

Mobo: Asrock AB350M Pro4
CPU: Ryzen 1700
GPU: Nvidia 1050ti
OS Drive: 120GB Corsair NVME

I'm usually pretty good with PC's but this is my first custom build and I'm not very sure about all the settings in my BIOS. After looking at other posts, my windows 10 installation is MBR and not GPT and CSM is enabled, I'm not sure if either of those matter in this case but I'd like to streamline things because it makes my purchase of the NVME drive almost pointless in terms of boot times.

Under the fast boot setting in my motherboard I only have the option to disable it or set it to Ultra Fast which bypasses the BIOS completely and I wouldn't be able to access it unless I went through the advanced options in Windows or cleared my CMOS which isn't something I want to do every time
 

Have you tried entering the BIOS with Fast Boot on? As far as i understand you can still enter the BIOS on boot up by hitting Delete.

I don't have the option to enable fast boot, just off or ultra fast, and ultra fast in the description says that you can't get into the bios from startup, that you have to use the Windows option or reset the board
 

Are you using Windows 8? The description says Ultra Fast mode is only supported by Windows 8.

I am using windows 10, unless I'm mistaken things for windows 8 carry over to 10, regardless I don't have the fast boot option
