Hard Drive in Device Manager - but not working

I have a Seagate 1 TB External Hard drive with important data. This did not get detected in my regular laptop and there was no power in the hard drive either, so I changed the power cord and moved to a new laptop.

There it gets detected in the Device Manager and in the 'Properties' it says that the device is working properly. However, it doesn't show up in my file explorer. The power light is still not working. I can't run a checkdisk function since I'm not sure which drive to check for.

I'm a complete rookie but I can follow instructions. So any simple step by step guide to get my hard disk going without losing data would be super helpful.

I was reading up and trying to run the diskmanagement prompt - and while I am running the correct command (diskmgmt.msc) - my disk management window just shows up my C & D drives and my DVD && CD Rom drives. It doesn't detect my External Drive :/
