Low GPU Usage + Low CPU usage in games,

Roughly equal GPU and CPU usages, e.g. 50% overall CPU usage, with 60% GPU usage (in fortnite at high); the framerate is good/ what others would experience with my rig, however the games look like utter shit.

I've had this issue for quite some time, could it possibly be my PSU?

I am 100% certain that the issue is not with my dispaly, as it even looks awful with other monitors.
My rig-

EVGA GTX 980 4GB - SUPERCLOCKED
Intel i7 4700k @ 3.4 GHz
16Gb Ram
Seasonic PSU 850 Watts (I have no idea)??

“Game looks like utter crap” meaning it doesn’t look like it’s on High settings?

I used a GTX 970 and ran Fortnite on Epic just fine. However, GeForce Experience always recommended “Epic” settings and showed my settings as if they were on “High”, but in-game it would show me I was on “Epic”. Try changing it with GeForce Experience’s “Optimize” button and see what happens maybe?

On the CPU/GPU usage, it is common for usages to be low if Vsync is enabled (locked to 60FPS). Few times I have experienced sudden low usages. Could never pinpoint the problem, but I assume something breaks when updating the Nvidia drivers (it happens randomly to users, but it’s common). The only things that have fixed it is either fully cleaning the drivers with something like Guru3D’s DDU, but at times that wasn’t enough and I instead had to reinstall Windows to resolve the problem. Hasn’t happened to me in a long time though.

I'll give reinstalling windows a try, because another issue I'm having is that videos look really pixelated even at the maximum quality settings, and the standard windows lock screens also look bad. Maybe it could be a corrupted version of windows?
I'm running windows 10 64 bit.

Before doing that, try reinstalling the game andf your drivers. I noticed today while playing that the CPU/GPU usage is very low on mine as well, so this seems completely normal to Fortnite. Also, right click on your desktop, > Display Settings and see if your resolution matches your monitor's resolution, And double check that the game has the same resolution, and try changing from Fullscreen to Windowed, etc.
