Is my overclock actually working? (Not showing in task manager)

I built my first computer a couple months ago, and set an overclock @ 3.8 that I was happy with. I throughly tested it to make sure it was working at the time. I just updated to the new windows update and my computer felt slower running cemu (wii u emulator, sensitive to single thread performance) so I opened task manager to find out my reported speed is only 3.2 ghz.

Is this a problem with task manager or is my overclock not working? I tried changing the settings around in the bios but it will only hit a max of 3.2ghz in task manager.

Motherboard: MSI B350M Bazooka
Ram: 2x8 GSKILL TridentZ 3200mhz
SSD/HDD: WD Black m.2 250gb / 500GB HDD
GPU: Asus GTX 1060 3GB
PSU: Corsair CS450M
OS: Windows 10

in Hw monitor on right all of your cores are at 3.8 so yes looks like you are ok. cenebench only shows base clock. I don't know why in task manager it's only showing 3.2 though. @100% utilization on the right it seems that you are ok. It might just be the way AMD shows up in win10 not sure
