Gaming computer that should work great is giving bad frame rates.

I just recently built my midish range computer. I had a gtx 950 in it originally and it performed how it should. I recently upgraded to a gtx 1060 6gb oc card by ASUS and now my fram rates suck. I downloaded the correct drivers and uninstalled the old drivers. Loading times also take forever in games and in general browsing. In overwatch it takes forever to load and when it does I get around 15-20 frames, it then takes about three minutes to warm up and will play at a very inconsistent 60 frames.
My specs are,
I5 6400
GTX 1060 6gb OC edition
8gb DDR4 ram @ 2133
Asrock B250M PRO4 motherboard
And a 1tb Hdd @ 5200rpm

Might be worth checking the hdd is not faulty. A faulty HDD can give inconsistent performance similar to what you have described. Try checking the manufacturer's website for their software to maximize correct diagnostic. If it does appear bad, you should contact your supplier.

Since the issue has appeared, have you tried putting your old GPU back in to see if the issue is GPU related?
