Computer turns on and off repeatedly

Hello I am building my pc for the first time, and have everything finally setup, but for whatever reason the computer turns on with no display, and after roughly 10 seconds it shuts off and then repeats. Below I'll list everything I've tried:

1. Clearing the cmos (removed the battery and put it back, tried resetting with the jumper as well)
2. Tried removing cmos battery and pressing power for 10 seconds and replacing battery
3. Checked all cords and wires
4. Tried booting with an ssd and hdd as well as tried booting off of the installation disc with an optical drive.
5. Moved around RAM, powered on with only one RAM stick

The motherboard turns on, case fans turn on, and the optical drive as well as the ssd/hdd and the case led's + cpu fan works as well

Specifications
Case: Haf X Cooler Master Full Tower
GPU: Nvidia Geforce GTX 1070ti (EVGA)
CPU: Intel Core i7 8700 (not 8700k)
RAM: 288 pin DDR4 2400 G.Skill Ripjaws (2×16gb sticks)
Motherboard: ASRock z370 killer sli/ac (ATX)
PSU: 750w (EVGA 80Plus Gold)

Again, all lights and fans turn on with the computer, but then it shuts down and continues to restart after about 10 seconds. Any advice? I really don't feel like returning a bunch of stuff.

This could be many things. Keep all your receipts! You may need to re-assemble most of it to make sure it was built properly. Check the processor, make sure it was aligned correctly when installed. (I've seen people put it in otherwise so do check). Ensure your RAM is in all the way (did you ground yourself before touching the ram?) Use only one stick of RAM for now and leave the other one out.

With the symptoms you describe it sounds to be most likely a processor, motherboard or power supply issue. I strongly suggest checking the processor first, and that the heat sink is properly making contact with it.

The last mother board I had had bent cpu pins in it, however this new one is just fine, all of the pins are intact. RAM should be compatible and isn't noticeably damaged in any way. Maybe the cpu is overheating? I wouldn't think it would overheat so quickly with 4 fans and thermal paste in use? When I took it out it didn't even feel warm, more like room temperature. It is definitely either the CPU, RAM, or PSU, I hope if at the worst it's a PSU malfunction. I used a different motherboard before this and I had a similar problem where there was no signal on the monitor, but now with the new motherboard the computer restarts as well. If it helps any, I noticed when I activated the tray for the optical drive to put in the installation disc, the computer shut off as soon as the tray opened.

Is this the same processor you used with the last motherboard, that had the bent pins? If so, this processor is likely shorted out as well, due to the bent pins that may have been in contact with the wrong areas of the processor. Also if this is the case you may want to look into a well stocked computer store and see if they can do the build in-store with you to ensure which new part fixes the problem.

**UPDATE**
I took my computer to Best Buy to have the Geek Squad look at it, they didn't find the problem, and they were going to have me order a new mobo and even then they didn't know if that'd work either. Huge waste of time and money, do not rely on the Geek Squad to fix a custom pc EVER. I then took it to my local comp store and it was a lot cheaper, not to mention he fixed it and rewired everything for organizational purposes.

The problem was that there were stubs for the screws to go in, and they were not only unused, but were sticking the back of the mobo so they were shorting it out. Overall no permanent damage was done, and the pc works.
