Why is my transfer speed so slow?

I have a Seagate Backup Plus 4TB hard disk which is plugged into my 3.1 USB port. I own a Samsung EVO 850 250GB SSD. When I transfer files from either sources, I don't even get 100MBps. I get maybe less than 50. I read that the speeds are supposed to be 500?

kanishknishar - I have the same concerns about my network. I rarely get speed above 100 and many transfers start that way and regress down to 20-30 after a couple of seconds. I have even unplugged my ISP and still see disappointing transfer speeds between drives and different PCs on my network. These problems persist on sata SSD, USB3.1 and NVMe SSD.

If you find a really good explanation or a good network tuning procedure please let me know.
