in mgsv i know its not a demanding game.. it uses 30 or 40 % of my gtx 1060.. but the core clock always drops from 1800hz to 1600hz i know that your core clock drops if usage is not full but it introduces some random fps drops below 60fps..... my power settings is already set to prefer maximum power in NV CP ... is there anyway i can keep this core clock high? even if the gpu is not getting fully used..

Usually if your Graphics Card is dipping in clock speeds it means it is taking a hit from high temperatures with is why addiquite cooling is a must in gaming rigs.
So my guess is that you're cooling isn't meeting the needs of your systems need for hardware usage which is why you are dropping below 60 FPS. My advice would be to either turn down your graphical settings or get a better cooling solution for your components

i mean my cpu temps are 70c and gpu temps are 65c in mgsv .. and throttling limit for cpu is 105c and for gpu its 92c... i dont think its throttling but thanks for you answer anyway
It could also be because of lack of voltage going to the graphics card, you can modify that with MSI Afterburner. you could also increase max core clock with the application aswell.

Hey man I've been through the very same thing. I fixed it by locking my gpu core clocks / frequency to the highest it can get, it eliminated all the stutters and annoying shit I've been dealing with. My GPU is a Zotac GTX 1050 Ti OC (Dual fans) which helps a lot cooling my card despite having it on constant 1936mhz or 1835mhz.
