My i7 7700k processer is bottlenecking my 1070 when I play Assassins Creed Origins and when I use MSI Afterburner, it shows that the CPU usage is 95-100% and the GPU usage is generally 60-70% causing me to get much lower framerates than other people with he same spec as me. I got this laptop yesterday (HP OMEN 17) so I have no idea why there would be bottlenecking. I've downloaded the latest NVIDIA driver and that hasn't helped.

I believe it will only there for AC Origin due to that drm protection. It utilizes heavily the cpu cores causing this issue. Even my Ryzen 5 1600x 12 thread remains at 60% + utilization all the time. Just to know it better try to install any different recent game if you have to check if the gpu remains at that utilization level all the time.
Otherwise you can increase the graphics setting to very high to ultra it will reduce the CPU load slightly less and increase the GPU utilization.
