I would say it depends on what you are planning to do with it.. the 1060 is a lot faster.. so better for gaming. and the 2600 ryzen is a bit faster and has 2 more cores and many more threads then the 1300X.

for me IF you could not afford it now I would either wait to get the faster CPU.. OR go with the 1300X with better vid card (if you game) then later.. like 6months or so get the faster CPU.
 
It looks to me that you are interested in gaming, and you have perhaps a $380 budget for a combined cpu and gpu.

A balanced gamer will budget 2x the cost of the cpu for the graphics card.
That works out to $126 for the cpu and $253 for the gpu.
The gpu then definitely should be the GTX1060 3gb, and perhaps even the 6gb version.

What cpu can you get for $126? The ryzen 1300x is spot on there.
Most games will not effectively use more than 2-3 threads so the 12 threads of the 2600 will not be that helpful.

If there is a drawback on the 1300X it is the clock rate of 3.5. You can get that to perhaps 3.9 via overclocking.
If you are averse to overclocking, look at the intel I3-8300 which runs at 3.7 with a slightly better IPC.
 
For me 100% without a doubt the 2600 & a 1050ti.
The reason ??

Always get the base setup right first time.
A ryzen 2600 (or even a 1600 which is some £30 cheaper in the uk) will last you 5 years plus.

Neither the 1300x, 1050ti or 1060 3gb will do the same, as I said get the base system correct & the only thing youll ever need to upgrade in the future will be the gpu - & that's something that is unavoidable the way things progress both hardware & software wise.

People who did it right back in 2012 & used i7 ivy/sandy chips can still drop cards like a 1070 in their old rig with virtually no bottlenecks.

I suggest you do the same.

You'll drop graphics settings with a 1050ti, think 1050ti medium = same fps as 1060 3gb on high.

Not the end of the world , medium settings 1080p for the most part still looks great.

Get a cpu limitation & there's no way around that at all whereas graphics settings can always be tinkered with to push more fps.

Games use 2,or 3 threads ?? No , not been true for the last 3 to 4 years at all.
80% of modern titles will use 4 threads or more, the age of the quad core is close to being dead.

MY bad I have the 1800X and it does not come with a cooler. thought I read non of the X models come with coolers for the first gen.
