PC Gaming Possible New Parts

Well Hi, I'm new here but I need some help. Currently, I love to play games, but I don't know if I need to upgrade something of my PC. These are the specifications of my PC ( sorry for not being complete because I don't know their name):
Ram: 8GB
Main HDD: SSD 250 GB
2nd HDD: 1 TB
Graphics Card: Nvidia GTX 970
Processor: intel-i5 (I think it's around 3.0 GHz but im not sure)
Motherboard: I don't know exactly the name, but it's a msi military motherboards series, and I'm sure it holds newer upgrades.

These aren't that much of those games classified as of games for a gaming PC, but normally what I play is, mostly, league of legends, and sometimes rocket league, left for dead 2, Minecraft and GTA V. If you're wondering if I'm asking this because I feel a lack of power, it is kinda of that, it's more because I love these games and I would like to play them at full graphics, but I can't since when I do that on GTA V, mostly, it starts breaking a little. So I would like to know if I should upgrade something in my PC, that is now around 2 years old, almost 3, or if maybe it's my monitor, since it's a bit old Philips monitor that doesn't reach 1080p. What do you think?

Yeah I have to say I'm not that wealthy, but im not living in the US, I'm living in Portugal.
League of legends shouldn't take that much but I went for a game right now and my cpu is at 20%

Ok thanks, another question. I need to put a new thermal paste on my processor, but right now in the store I am, I only have one called n-play max 2. Do you think I should take it?

Edit: I ran out of time so toke it, but for what I asked there they said it's good so...

About the paste it wasn't the case, it was that I didn't get a new processor yet, and my old one lost her thermal paste, so I had to replace for now.
Well, I got a little problem with still the old specs I told, I was playing well with medium graphics, but after I did some things like the installation of some programs, even with the lower graphics it started to break. I considered doing a reset and reinstalling windows, but I'm using a version of office were it is with my students account, where I didn't bought a new account, what means I'm using it to have a free office, and for what they told me if I use it again it will cancel my office, so if I reset I'll lose my data, thus my account. Is there anyway of reinstalling windows without losing my data, including that account?

Edit: I'm sorry for downvoting your comment, I'm new here and I didn't new what that arrow did, sorry.
 
that's fine, I would suggest back up your data first, i.e. clone to an external drive/hard drive and try booting with new cpu and motherboard. It may or may not work. If successful, you can update drivers and be done with it... Normally I will suggest a fresh install but in your case, give it a shot. Good luck.
