Graphics card not compatible with motherboard?

Not sure if this is the right place to ask, but here goes anyway.

Current build:
AMD FX-8350
GIGABYTE GA-970A-DS3P
SAPPHIRE RADEON HD 7950 3GB
ADATA XPG 2x4GB
Corsair CX750

I've been running this build for a good few years, but i finally decided to upgrade a little to get into VR. Seeing that the GPU was really the only thing that didn't hold up, I picked up an XFX RADEON RX 570, but I've been having some trouble getting it running. On first hooking it up, a blue light would come on under the 8 pin power, and the fans would spin for about 15 seconds before they stopped with nothing showing on the monitor at all during that time. I tried it a few more times after making sure all power and cables were plugged in correctly, but still the same result. After some googling, I tried updating the BIOS to the latest version, which was only a year newer than what I had currently. This time on startup the fans spun for their 15 seconds and stopped, then spun for 5 more and stopped again. Still nothing on screen. What else could cause this issue? Is there a newer BIOS update for my motherboard other than the F2j update on GIGABYTE's website? Am I doomed to put even more money into this PC?

Check these things:

Make sure that the power cables in the graphics card and the PSU are properly connected.
Make sure that you have properly inserted the graphics card into the PCIe lane.

Have you disabled old GPU drivers from your older GPU?
Have you tried putting the GPU into another PCIe lane?
Have you reset the CMOS? (Remove the CMOS battery from the motherboard, attempt to power on PC, then put the CMOS battery back into the motherboard)

- Do you have 8 pin PCIe power cable attached to your Graphic card?
- Try reseat graphic card in it's slot +++ and re-attach power cable.
-Try different PCIe slot.
- Try a different card display connector ( DVI, HDMI)
- Are you able to get to the Bios if hit del or dedicated keyboard shortcut quickly at boot?
- Last resort flipping Graphic Card Bios switch to the 2nd Bios ( card is equipped with dual Bios: at regular setting and another one with mining settings)
