make sure the mb has the newest bios on it. if it missing the cpu code it might stay on. the other issue is unclean or power that not right on the eps cable. make sure you have the eps cable connected to the mb and it locked down. use hardware info set it to logging and sensor and look in the bios make sure all the power rails are within atx spec. if you have a test power supply try it.
