ok but how do i get the overclock options and yes its a 775 with stock cooler

Look in the link in my sig. for BTX overclocking. They were all locked BIOS so the methods are all discussed there. The easisest is to find an unlocked CPU and use Throttlestop software to raise the multiplier. But you really need to provide more info. The tape mod can overclock 65nm LGA775, but the 45nm quads are faster anyway so it's kind of obsolete.
You can go to userbenchmark.com and enter your system there and look for unlocked CPUs running.

Then go here for TS overclocking.

I actually own one of those. I had it to 4.06Ghz easily with a QX9650 using Throttlestop 6.00.
You could tape mod the Q6600to 3GHz especially if it's a SLACR G0 stepping. Any of the faster Q9xxx are faster though.
It will run unlocked CPUs up to 130W. QX9650. No LGA771 Xeons. You can tweak with SetFSB. The X38 chipset has hidden support for 400FSB so there's the possibility of another pinmod from 333 to 400. But no Voltage control without TS and an unlocked CPU. T9303 is the good cooler. There's room for full size GPUs and aftermarket PSUs fit.
I never connected it to the Internet so no posted results. But here is the similar TP412 from The T3400 Workstation ( it has the 2nd 16X GPU slot installed). QX9650 @ 4.15Ghz.

i down loaded throttle stop and i cant increase the multiplier.
am i missing a setting or something

I would use TS 6.00 for that to eliminate the extra settings for newer CPUs.
When you first run it it's in sample mode. Turn it on/off/on then it can save settings. Windows need to be in High Performance User Profile.
There is a Lock /Unlock button. It says what it "will "do not the state it's in. Click UNLOCK. raise Volts (1.375 is good), then multiplier, then Save.
If you don't turn off C states the multiplier could be changed but you don't see it due to no CPU load. Run TS Bench and see if it goes up.
The options button takes you to page 2.
