HDD not recognized

Just got a new HDD WD blue 2tb. My system is unable to recognize the device, I have a Asus maximus 9 code motherboard.
I also tried on my brother’s computer but, in his case, the computer won’t start at all, he has a gigabite GA H270 gaming 3 motherboard but the computer won’t start even if the drive is only connected to the PSU, no SATA cable.
I suspect the drive to be deffective but don’t want to return it a second time (this one is already a replacement, the first one burnt a power cable as soon as the computer started). Got it from amazon if it helps

You're most likely using incompatible power cable.
Is your PSU modular? What PSU model is it?
Are sata power cables modular?
Are you using original cables, that came with your PSU?

Yes, the cables are the original that came with the PSU. In fact I also tried connecting the power to the same cable I use for my SSD (which I understand should work). The HDD is not spinning.

PSU is: EVGA 650 GQ, 80+ GOLD 650W, Semi Modular, EVGA ECO Mode, 5 Year Warranty, Power Supply 210-GQ-0650-V1
