Why does GTA V run extremely slower on the GTX 970 SSC 4 GB and so much faster on the GTX 760 SC 2 GB?

I recently upgraded from the EVGA GTX 760 SC 2 GB to the EVGA GTX 970 SSC 4 GB and despite the 970 has a newer and better architecture(Maxwell instead of Kepler) and specs? It runs so much slower(Gets down to 12 fps on GTA V's Benchmark in-game test). I've updated the drivers for the 970 as well as have clean installed it with and without GeForce Experience and it has the same problem. I even reinstalled Windows 7, not clean installed it but I saw on another forum that if you reinstall Windows it will run better. It ran normally when I tried starting a new game in GTA V but as soon as I tried playing my old save? It slowed down again. I just don't get it. It only plays at good speeds when I lower the settings but I didn't upgrade for lower quality graphics.

I'm thinking I just wasted $201 for nothing which isn't good seeing that it is so much of a bigger blow to me seeing that I am disabled and had to save up for a while to get it. I seriously doubt it's from the 970 Overheating seeing that it uses 30-40 Watts less than the 760. Not certain what PSU I have but it's 400 Watts and as I said, the GTX 970 4 GB uses 30-40 Watts less than the 760 2 GB. I know it recommends a 500 Watt PSU but was the 760, a more needy GPU was running fine on my 400 Watt PSU. Any thoughts? My build started off as a budget build 2 years ago but that shouldn't matter when fewer resources are being used than previously. Not sure if y'all need any more details than I have provided but not sure if there is much more I could tell you than I already have. I just provided all of the info I have from the start looking at past posts on here and other forums and people always asking for specs and other details if they aren't provided in the original post.

RAM: 24 GB - 3 sticks of Team Group 8 GB DDR3 and 16 GB DDR3 of Team Group Elite(Only 16 GB can be used in Windows 7 Home Premium which I am on right now)

Yeah, I bought it used off of an auction site like eBay but not eBay. Other people had this problem with this same graphics card including on here. But seeing that was years ago, I was trying to see if people had discovered any better ways to overcome this problem. Because I didn't really find the answer on here or elsewhere I know there is a bug that only allows 3.5 GB to be used instead of the full 4 but if my 2 GB GTX 760 was running it just fine? There should be no problem
