Configuring Raid on Dell PowerEdge 2950

I have a Dell PowerEdge 2950 that I aqquired from a closing office. As such I have no instructions or anything of the sort. I'm trying to run the Intel Raid Configuration utility, but on POST I am never prompted to open the software. All tutorials show it saying on startup "press ctrl+R to open raid config" but I see nothing of the sort. i tried spamming ctrl+R through the startup but to no avail. How can I launch this software? When I look up how to install it, all I seem to find is how to install in on a computer that already has an OS. I tried using another computer to install an OS on a drive, but when I put the drive into the server, it simply said "no bootable devices available". I should add that it does successfully boot to CDs and USBs, but OS install wizards installed on them do not detect the drives either.

Well if I don't have a RAID card, is it necessary? I really only want to use one drive anyway. The problem I'm having is that the computer wont boot any SATA drives. How can I get it to boot a drive?
