Is my Motherboard Dead ?

Yesterday was a completely normal day browsing on my computer, and all temps, usage were perfectly ok. Completely Normal Shutdown.
Fast-Forward today, and the desktop won't turn on.
The PSU is working, and the mobo lights up, but pressing the power button does nothing. No fans spinning, no sounds, nothing ! Did my motherboard go kaput in a day or is there any other probable cause ? It's definitely not the RAM, HDD, CPU, or GPU.
If the power button has failed, how do I figure that out ?

i3 540 3.06GHz (LGA 1156)
4GB DDR3 1333Mhz
320GB WD BLUE
Geforce GT 710

does your case provide a reset button as well as a 'power on' button?
If so you can swap connections on the motherboard for those two buttons as they are both the same type of switch

If not disconnect the wires from the motherboard to the 'power on' button. touch the two pins on the motherboard briefly with a screwdriver
see if the system powers on.

Alternative cause check the 12 V EPS 8 pin or 4 pin AT plug & connector (usually near to the CPU )
remove plug & look for signs of burning and if OK reconect

How do you know the PSU is OK ?

(only by substituting a known working PSU or having proper diagnostic tools will tell you if the PSU is working, the paper clip test can only tell you the PSU is not working)

Since it is a Pre-built from dell, I cannot access the power button cable.It's completely out of reach.
There is a single button for power and reset. I feel the psu is working because the mobo lights up, so pressing the power button would do something(at least spin the fan for a millisecond or the power led light up, but nope... )
Also, I had a mobo failure within the first year(2010) and was replaced under warranty, so it might be a flaw in the mobo leading to continuous failures

Also, usually if I turned off the power and pressed the power button, the mobo light would turn off(Obvious since there is no power and the last bit of juice was used up)
Now that doesn't happen.It stays on for a while no matter how many times i press the button...

The fizz will be an oil filled capacitor letting go; probably INSIDE the psu. It may have fried your board, but since you will need a new PSU anyway, buying and trying it in the existing system is a good place to start.

NOW, your system is so old, it probably has mostly Molex cables for power, whereas modern PSUs use mostly SATA power cables, with only a few Molex, so it might be worth investing in a couple of SATA to Molex adapters when you buy the new PSU; they only cost £1 or so each, even less if you order off of Amazon (but make sure they are supplied by Amazon, or you will end up waiting a month for a delivery from China.
