GPU fans making lots of noise

I have a gtx 1060. I am so confused with the issue I am having. Basically whenever i boot my PC my GPU fans (definitely my gpu) sounds like a jet engine but obviously not as loud. It continues to sound like this whilst I am idle or just on the internet or using Word etc. Also my temperatures and my fan speeds seem to be completely fine, its just the noise. But the thing that confuses me is that shortly after launching an application such as Borderlands 2 the sound will go away for a while until returning later on when i have closed the program. I don't understand how this works and any help on how to get rid of this noise would be greatly appreciated.

Firstly, borderlands 2 is the best game on earth and i think everyone should be reminded of that. One thing that may cause this is unnecessary background tasks that you are unaware are running, i would highly recommend you do a bit of research on unnecessary background tasks that could be increasing your gpu's load. I am not an expert in this field quite frankly but youtube videos have helped me tremendously with my building processes. Best of Luck!
