RX Vega 56 Low gpu usage and low fps

Hello! I have tried fixing this card for a long time now but nothing seems to fix it.
Basically i can never hit 99% usage unless i do a stress test.
The thing is if i play i game i get low fps / alot of drops.

Temps are not the issue
Cpu usage is also low

Specs:
ryzen 5 1600
b350 tomahawk
rx vega 56
2x8 corsair ram
2x ssd
700w psu

Low CPU or GPU usage isn't necessarily indicative of a problem. If a CPU or GPU is maxed out, then it would usually means it has hit its limits for that particular task. As it is nothing really stands out as being wrong (to me).

Use Afterburner and monitor frequency and usage of the CPU, GPU and RAM; temperatures of CPU and GPU; and fps and frame times. Use the graphs to see what occurs when fps drops (and while frame times are extended). Post a screenshot of the graphs if interpretation is required (someone will know how to figure them out).
