GPU Thermal throttling way to early

I have this laptop and recently its been dropping frames in games. I ran FurMark and saw that my GPU goes up to about 75c while having clockspeeds around 750-1000 (it should be sticking around 1077) then when it hits 75 drops clock speeds to 300 until about 68c then hits 750 and goes up again (does this all in about 1 second).

I recorded GTA running with a lot of monitoring visible, video, and the temperature differences aren't as big but the clockspeed changes are. I didn't get it recorded but earlier it had been running above 1000MHz for a solid few minutes with temperatures stable at 72c. I also don't believe it's really thermal throttling because as I recorded I increased my fan speed and that dropped temps by 5c but didn't fix any problems. I also watched as I played the Crew 2 closed beta with fan speeds up and it was jumping around from 60 - 65c and clockspeeds 300 - 900.

I can try to catch GTA running at 1000MHz to prove it, or record FurMark if that helps but is there any way to stop the clockspeeds from dropping so durastically, even if it is locking them out at something lower? I haven't figured out how to get AMD Wattman on this laptop yet, even tho Ryzen Master works just fine. My laptops not full of dust or anything just incase you were gonna recommend that, 1 fan works the other ones fan header is broken but as seen in the video 1 fan is plenty to cool this laptop.

Did you read the post? An RX580 doesn’t overheat at 75c, and the same clockspeed shifting happens while I have my fan spinning at 6000rpm and temps from 60-65c. I said thermal throttling which is the closest thing I can make of what’s happening, I never said overheating.

Edit: I have seen it go up into the high 80's before aswell, this was when I first got it, before the clockspeeds were shifting

It may be another component overheating, I can’t test anything for a few hours but I was playing with it starting at 6000rpm and the GPU was usually around 60, sometimes up to 65, getting normal clockspeeds the entire time. I’m working on fixing the fan but atm I don’t have a multimeter so I don’t actually know if it’s the header or somewhere else.

vrm temps stable at 60, power draw is well under what my battery/power brick can supply
