diagonal screen tearing on all games

I get diagonal screen tearing even tho i have the fps locked at 60fps ( same as my monitor). This started after i updated my graphics driver to the latest version (NVIDIA). I tried a lot of things like disabling and enabling the vsync option in nvidia control panel and in the game but still the same results.

my specs:
GPU0: Intel UHD Graphics 630
GPU1: NVIDIA GeForce GTX 1050
CPU : Intel i7-8750H CPU @ 2.20GHz
RAM : 16GB
OS ver: 1709

device manager wont let me click Roll Back Driver. When i click on update driver then choose Browse for drivers.. then let me pick from a list of available drivers, I see two options, first is Microsoft Basic Display Adapter and second is Nvidia GTX 150.
