CPU issue for stuttery recordings, how to "fix" without buying a new CPU

Hey guys, so recently I decided to use Shadowplay to do some 1080p60fps recordings, it works fine, but the recorded footage is a bit choppy (footage clip below) I've changed a variety of things, from changing bitrate, to recording at 720p. I've also have a quite good drive setup, OS in an SSD, games in a HDD, and recording to a seperate SSD. During recordings, I found out that my CPU is in the 90's and sometimes maxed out, so I'm pretty sure it's due to my CPU. I also made sure that my Monitor and game were limited to a multiple of 60, to ensure smoothness. It's still the same. So my question is, how do I fix this? Recently I've been thinking of purchasing a Elgato HD60 Capture Card. You may be thinking, "If you have the money for that, why not get a new CPU?" here in NZ decent CPU'S like an overclockable i5 or 17 is around 400, while a CC's only 250 tops. That would also mean I would need a Z170 Mobo, to utilize a OC capable CPU. So would the CC mentioned suffice? I heard that it encodes the video on itself and doesn't utilize much or any of my PC's resources, and that FPS drop during recording would be negligible, is this true? Any suggestions and/or advice would greatly be appreciated.

120hz monitor
I play all my games on 1080p and only play esport titles on all low settings

Now: An example of stutters, I recorded a bunch of dummy clips in Fortnite today, chucked some music in, please don't roast me on my editing or clips I just want you to focus on the video itself, thanks! Both clips had moments of stuttering btw

Well, most important thing you forgot: Please list all currently available hardware. ;)
Having issues with recording or smooth gameplay is usually due to a combination of hardware limitations starting with the GPU.
90% CPU usage is still not at its limit, thus there will be other influencing factors. Try to reduce in-game graphics details to check if this helps. You may use FRAPS to monitor FPS and also VRAM usage.

You may try to use FRAPS as well as an alternative to ShadowPlay just to see if recordings get more smooth.

Thanks for the update! Overall your hardware should be good enough to support what you want to do.
Say...when you record in 30FPS quality, does this make it more smooth? Would you mind to try out the other ideas I mentioned?
I want to get closer to the source.

There is no noticeable difference, 30FPS capture also has stuttery moments within the rendered video. Also I play all my games on low settings, I tried playing on a lower resolution as well. I used FRAPS when I first started out but the frame drop was horrendous in-game, so I don't think it's a viable option for me right now.

Very weird, my rig is 2x as worse as yours and im able to do better 1080p30fps with less than 50% cpu usage on high settings (fortnite) and high settings on OBS

My setup:

CPU: i3-4170 3.7ghz
RAM: 8gb ddr3 1600mhz
GPU: Rx 560 4gb
HDD: 500gb 7200rpm (for windows), 1tb 7200 wd blue (for games and videos)

maybe use OBS for recording instead? See if that will help (also make sure to switch encoder to your gpu)

also keep in mind that youtube compresses videos ALOT, did you check if its the same with your raw video file?

Hey Dmitry, I'm only looking to record 1080p60fps videos. Seems weird that you have only 50% usage whilst playing the game on high, might be due to you choosing to record at a lower framerate.
