I am getting a Ryzen 7 1700 and I was wondering if there will be bottle necking with my Asus strix gtx 960?

No, the 1700 will keep the 960 fed just fine. But for a gaming rig, you are going to run top heavy. The GPU is much more important for gaming performance than the CPU. So pairing a really good CPU (such as the 1700) with a older budget GPU (such as the 960) is not the best idea. So I would plan on upgrading the 960 soon if I was going to pair it with a 1700.
