Good morning,

Just a quick question. I am migrating my active directory domain from an ancient server 2003 machine to a new server 2016 machine. We are a 24 hour operation building. When promoting the server will everyone have to log off and wait till I am done?

Thanks!

If you have both the old and the new DC running at the same time, setup the new server, promote it to a DC, than transfer the roles / make it the primary domain controller. Keep the old one online and hanging around for a little bit to make sure everything transfered over properly.
If your old DC was the DNS and DHCP controller make sure you deploy DHCP on the new server (there are easy ways to migrate that) and update the DNS in your DHCP to point to the new DC.

It is always recommended to have more than 1 DC running for redundancies sake. Make sure after you migrate the new the DC, and DC Promo out the 03 box that you grade the forest/functionality level to 2016 from 03

If done properly the users will be none the wiser.

(I work in a 24/7 medical facility and have done DC migrations in the past)
