Can't upgrade operating system

Stuck running windows 7 32 bit and cant boot anything else even with different hard drive. I've looked into replacing part in the laptop, but every part runs and functions fine in other devices. IS there anything i can do to fix it to upgrade it to windows 8 or 10 64 bit?

Changing from 32bit to 64bit is a full wipe and reinstall. Not simply an upgrade.

So what, exactly, are you doing and how is it failing?

Im putting in a brand new hard drive, ive tested it in other devices, it works fine. When installing windows 7 64 bit it gets stuck at the starting windows screen but doesnt load the windows flag. and when trying to install windows 10 64 bit it shuts down halfway through the windows flag screen and sometimes flashes the cornel error screen. i mean literally flashes it. i was oly able to capture it with a video.
