For some reason my laptop runs way better on battery than plugged in.

I was running super smash brothers Melee on dolphin and i was getting lots of fps drops. Later today i tried it again and it ran at 60fps. I have it set on the "Balanced" preset in both windows and intel control panel. My Plugged in settings are all set to "Performance"

what's going on?

Oh well, my bad for that.

Assuming you have everything set properly as your battery saving options, my first guess would be overheat.

Perhaps when you're charging the heat generated is greater than the PC can handle it will then underclock itself to prevent damages.
Would you mind checking the temperatures while gaming with and w/o the cable plugged? Did you play while the laptop was above a pillow or something? Any dust in the coolers?

You already have an answer in your own question.

When the PC is pluggled it can focus on performance, raising the clock and a lot of others stuff that would consume more energy due to it being plugged and having a 'infinite' power resource.

Then the PC is on the battery, it's has a limited resource so it will use less, running at lower speeds to save energy to last longer, it also underclock itself a lot when nearing the end of the battery to try to prolong a bit more until it gets recharged.

To put it simply, it completely normal for a laptop to do that. You could try to set Performance mode when using battery as well, it will probably improve your gaming experience while not charging but also shorten the duration of the battery, so i'd game while plugged anytime.
