this started happening after 3-4 days of latest BIOS update.
if i turn ON pc after it has been unplugged for a long time (~2+ hours like in the morning)
my computer wont POST on first boot i.e. all fans and hard disk will start running but PC wont BOOT!
but as soon as i unplug and plugin the pc back it will start functioning properly. everything works normally then. if i shut down and turn PC on it works properly. only problem occurs is after an unplugged period of 2+ hours.

ASUS ROG STRIX B250G
i7 7700
16gb gskill 2400hz
EVGA GTX1060
LG LED display
500W collermaster PSU

Solution
I also think is the PSU, since the first time I saw the CM Thunder was in a dead PC and it did have similar symptoms. I replaced it for a Seasonic.
So I only use Antec, Corsair and Seasonic and have not have one die on me yet.
I have also have replaced Gigabyte motherboards (never Asus) that show similar issues, so it could be either.
How old is CM Thunder?

CORSAIR TX Series TX550M
CORSAIR CX-M Series CX550M

Turn off the PC, unplug the power cable, press the power button for 15 secs, then remove the CMOS battery.
Leave the CMOS battery out for 15 minutes.
Press the power button for 15 secs, place back the CMOS battery, plug the power cable and turn ON the PC.

If the issue remains try another PSU
Whats the model of your PSU?

i looked for it but i only found Cpu power manag> C state> auto

is that right?

Try setting the Package C State Limit from [Auto] to [C3].

OK i noticed that on the first boot after 2 hours of PC unplugged which does not give a post, THE GPU FAN WAS NOT SPINNING.

but after unplugging and plugging back in
it started working properly as usual

is this a PSU problem or MOBO problem

all mobo settings are on optimized defaults

It's not overclocking. They are processor power/sleep states. The higher the sleep state number the lower the power usage during sleep state. Some group regulated PSUs can't properly handle the low power usage on the +12V rail and become unbalanced (i.e. voltage on one or more rails may go out of spec) causing boot problems. I'm not saying that this is your problem, but it may be a potential cause that can be prevented.

Make sure that your system is actually being turned off and not being put into sleep mode.

shut down from my win8.1 is the only way that fully shuts off, right?

or is there any other method to do that???

Which EVGA GeForce GTX 1060 model do you have?

The FTW model has a 0 RPM mode fan during idle. The fan doesn't begin spinning until a GPU temperature of 70°C is reached.

EVGA GTX1060 SC 6GB

no it actually spins
when my pc boots normally with post its always spinning.

For the SC model the fan should always be spinning when the system is turned on.

SO i recently tried the first boot after 2 hours of power unplugged with PCI-E power cable to graphics card disconnected.
it did boot with post and ended up with message to plug in that pci wire to graphics card as expected.

so now i might try the first boot without the graphics card as well and i do think it will post,
normally in first boot the fan of graphics card aint working and the pc wont post.

so can anyone point out the problem
is it power supply or motherboard
let me tell you that on a normal boot with post everything works fine including graphics card.

2) i think its power supply
if it is, I am thinking to buy CX550W. is it good for my rig?
