Hello, everyone I want to build a $1000 gaming PC which achieves FPS above 144hz to keep up with my AOC G2460PF. I mainly play competitive games but I would like to enjoy the fancy graphics each games has to offer. I have in mind the GTX 1070 but other than that I have no idea for CPU, RAM all those. Thank you~!

Something like this should be good...

get an cpu that is 3.6 ghz also what about an cooler

The 8400 has a boost clock of 4ghz and is pretty powerful on turbo. It also comes with a decent cooler bundles with it.

Admirable
While i agree with @Hellfire13 build, i'd not add the SSD, instead grab a 1 or 2TB HDD for the same price or cheaper.

WIth only 250GB you'll run out of space very very soon. Or ideally, keep the SSD for fast booting time and get a HDD as well raising up the budget by a few dollars.

Good idea, but the 250gb should suffice for a couple of months in which time OP can accumulate enough cash to get a HDD. That is, if the OP cannot fetch it upfront, which should be better ofcourse, but not at the cost of the SSD faster performance.
