Looking for a Gaming PC that can run any games on ultra.

I've decided I'm going to go ahead and get me a new computer but this time I was thinking about going through one of those computer companies that build a computer for you but my main concern is just being able to play World of Warcraft on the highest setting and any other game I might come across on the highest setting and have my frame rates be 60fps and above. I don't do anything out of the ordinary when it comes to computers, just video games, and browsing and that's about it. I like the 1070 video cards but the 1070 is expensive. I don't have my heart set on a 1070 but just as long as I can get really exceptional frame rates in any game I want to play. I'm just trying to figure all this crap out. I should add the reason I'd want a PC company to build me a computer is because I can customize it and make payments on it because we don't have the money to pay outright to get one from someplace. I'm just trying to figure out parts and a concrete price range.

A 1070 will still play most games at max settings and 60 FPS, however now there are a few exceptions, like Ghost Recon Wildlands, which it will only play at about 45 FPS at max settings. It really depends how many demanding games you want to play and how long you expect to keep the GPU. Going forward the number of games it can't achieve max settings at 60 FPS will likely increase.

What resolution are you playing at? A 1070 will handle almost any game at 60fps at 1080p

I am so behind on the tom clancy games because of other games I play lol I'd love to be able to play ghost recon on max setting. I'm, not dead set on getting the 1070. As long as I have a CPU and mobo that can support a higher powered vid card, I can always upgrade later on.
